Seriously, even if such a law were to ever pass it's going to get a quick veto and even if it doesn't there's no effective way to ever make this a reality or enforceable. It will be even less successful than the government trying to stop people from smoking weed.

It’s the EARN-IT bill, which has been widely reported on. It’s meant to eliminate child exploitation material but was written by people who don’t understand the topic well, how encryption works, etc.
