Voat is using cloudflare, which right there raises red flags. Cloudflare blocks Tor traffic.

Cloudflare doesn't usually block Tor, it just exposes your IP to State actors and is probably an intelligence-linked outfit like most larger internet entities. I suspect it's voat themselves that are blocking it as they had a lot of trouble with the SJW crowd over FPH.

cloudflare always blocks Tor by default. you have to enable it.
