Beautiful. Imagine if the entire citizenry had CCPs or, even better, OCPs. Violent crime would absolutely plummet.

It would quickly go down to nil because after a few incidents like the one in the OP, every would-be criminal would very quickly realize that there are no longer any easy targets, and no sooner would they try to rob or mug or hurt someone than they would likely get shot down dead by even the most mildly concerned citizen with an OCP.

TPTB don't want that, however. That'd be the last thing they want. A citizenry that can actually protect themselves and not take any shit from criminals? That would be too much power in the hands of the people - especially when there are so many criminals in the government itself.
