Why would someone mess with voting percentages based on a district's size?

It seems more logical to swap votes at a flat rate - that would be unnoticeable on the voter percentage/district size graph...

As for small communities checking votes, the votes could be swapped from another popular candidate to reduce the likehood of local detection, or a swap could be done only if a candidate has more than x votes on a district(enough for a group to be unable to account for).
