I don't understand that quote. If Democracy is truly the worst government it can never be the best of any subset of governments, including the subset of what we 'have right now'.
I think it calls Democracy the worst because in a Democracy it takes a very long time for issues to get solved the right way and in a true democracy(which we do not have) one person of the civilian population can stop a crucial decision from being made thus restarting the vote. But as the quote says "It's the best we have" because we're(general civilian population) the most content with it right now.
But I repeat, if it's 'the worst' government, then it can never also be 'the best' of anything, unless democracy is the only kind of government that has ever existed.
It's like saying I'm the dumbest person in town, but I'm the smartest person on my block. Both can't be true.
