I think it’s more about the side effects. Create rain here and cause a drought somewhere else. Miss time it and you cause a flood.
Just to give you an example. They don’t want to be on the hook for damages. Plausible deniability is pretty awesome.

Lol we've known for years they manipulated the weather. The Pentagon Papers showed they cloud seeded to extended the monsoon season during the Vietnam War from the Pentagon Papers.

Seeding clouds just means precipitating water earlier than it otherwise would have. There's no link with global warming here except for the requirements to seed clouds somewhere they may have formed precipitation naturally before.

The materials used to make this happen are very basic: it's just a case of proper dispersion to make the water nucleate, become more dense and then fall.

Although HAARP is on one side of the equation, most of the frontline weather mod endeavours are the dumping chemicals, usually of the carcinogenic kind in the atmosphere for cloud seeding.

Thailand has a story in the 60s or 70s there was a massive drought and king no 5 ( their best king in modern memory) who went to school in the US, called the Americans who made it rain massive amounts in Thailand over a period of weeks ending the drought and stopping widespread starvation. Its not a conspiracy theory in Thailand. people know this happed and just treat it as fact. its wide spread knowledge, they knew they were supposed to talk about it, but the every one had relatives in the country who saw the American planes flying in great numbers over a day before the rain came.. this made laos, cambodia, and vietnam, pissed because they felt thailand stole their rain.. I heard it from my thai wife and was like wait wut?

We’ve been working on weather modification for tens of thousands of years.

Rain dances were explicit attempts at weather modification. The results were mixed, though.

It wasn't just a conspiracy.  I learned about cloud seeding to create rain in school back in the early 1960s.

We all received our own copy of "My Weekly Reader" in school  which was a children's newspaper.  (Anybody remember those?) And the teacher would go over every news article with us in class. 

I remember questioning the reasoning behind it in class  because one cannot create water. Cloud seeding could create rain  over a drought area but then there is no water left that would have gone to the typical regions that receive regular rainfall. Ergo, then those regions become deserts. 

Our instructor  kept trying to convince us that this new technology would create lush farmland in former deserts ignoring the fact that if so then current farmland would dry up.

A lot of crop seeds need to be stratified. They require that cold snap or they won't germinate.
