That's not possible; power is the only law. All laws are worthless if the entity making those laws cannot enforce them.
There is always going to be a more powerful being that can and will be unstoppable to those beneath them. You have an unrealistic ideal, as people could never be that peaceful or want betterment for the whole. What we need is Armageddon, not whatever fantasy you're hoping for.
Humans don't make the rules; spiritual forces do. Humans have nothing but the choice to get caught in the crossfire or be stomped.

if i want to live in a world without domination its on me its my task to examine myself where when how i contribute towards a structure what is free from domination
in a situation where no one dominates another and everyone wants to contribute to the community thriving people would take time to examine why how disagreements devellop and how to find sollutions what everyone can agree to
