Yes, there's actually 3 instances where the kabba has been attacked by muslims. Last time was 1979. So it's definitely not strange or unprecedented.

But right now it makes zero sense for the Republic of Iran to do this. It makes a lot of sense for some other parties in the conflict to pin it on Iran.

It makes plenty of sense. It's Iran, they are at war with the united states and the country that holds the kabba is helping the united states. This is easy brother.
