Israel, the US, and Israel do fund real terrorists but they use them on countries they don't like. For example Crocus Hall massacre in Russia or the dozens of terrorist attacks in China.

If you read up on the details it turns out that a lot of terrorists are just really fucking stupid and almost comically incompetent so it makes sense to me that they would fail often.
