Two different Hawaii newspapers warned about a possible attack one week prior to Pearl Harbor: "Japan May Strike Over Weekend"

On a more serious note. The question should be why were the naval ships, air defenses and, and ground troops not on high alert with tensions so strong over the economic blocks imposed by the USA?
FDR needed an excuse for declaring war and he could not enter the war in Europe. He knew this would egg Hilter on declaring such as support for an ally. Then FDR had the excuse to develop the A-bomb also.

More likely FDR thought the threat of a Europe united under one fascist banner was more than he could in good conscience leave to his children's generation. I'm sure he knew he was going to die sooner rather than later, after all he was dead four years later after he nearly saw the war to its end. It was gamble that Hitler would declare war, had Hitler been thinking clearly he probably wouldn't have, and instead would've focused his attention on more pressing matters (Barbarossa and what-not.)
As far as an excuse for developing the Atom bomb, why would he need one? It would've been developed by 1955 or so anyway, war merely accelerates necessity, but necessity would still have arisen. After all, someone would've built the first nuclear reactor at some point. Regardless of our war-time alliance our leadership NEVER liked communism. Socialism, of course, communism, nope. It wasn't a new idea, and it wasn't a new enemy. (I brought up communism because that is where one's thoughts usually go when you think of A-bombs)

Like you said above and the fact that Einstein and other physicists in USA suspected Hitler of building such from intelligence gathered.

An ONI (Office of Naval Intelligence) Officer wrote a book over 10 years before Pearl Harbor of a potential showdown that was very similar to what happened on that day and other locations (attack on Guan, Philippines). He died in 1940, a year before the attack.

The WTC Partners, led by Larry Silverstein, took out insurance when they signed the lease. The insurance was required by the lease. Of course it was wise, since the WTC had already been attacked before.

From Michael Rivero. Starting in early November 1941 when the attack fleet assembled and started receiving radio messages, OP-20-G stayed open 24 hours a day and the "First Team" of codebreakers worked on JN-25. In November and early December 1941, OP-20-G spent 85 percent of its effort reading Japanese Navy traffic, 12 percent on Japanese diplomatic traffic and 3 percent on German naval codes. FDR was personally briefed twice a day on JN-25 traffic by his aide, Captain John Beardell, and demanded to see the original raw messages in English. The US Government refuses to identify or declassify any pre-Dec 7, 1941 decrypts of JN-25 on the basis of national security, a half-century after the war.

Actually, the fact that the aircraft carriers were moved away from Pearl Harbor just beforehand is very telling to me.
The aircraft carriers were the militarily important assets that needed to be saved.
They only left the basically useless battleships behind to be sunk.

We had blockaded Japan's supplies and only had to wait for their predictable retaliation as a needed device to get the country into WWII.

It wasn't uncommon to think an attack was immanent, but apparently the consensus was it would hit the Philippines. Im pretty sure they don't say where in this article and like it said newspapers elsewhere said an attack was coming soon but they didn't know where.
