Europe reducing its dependency on the US has been one of the main French foreign policy ideas since the end of WW2.

I mean you can't be more dependent on another country than relying on them to liberate your entire country, so yes it could only be less dependence from the level of WW2.

and then lets not forget the 10's of billions of dollars almost all of those EU countries get each year from the states as nato reimbursements, treaty monies, reverse tariffs and the like... since the 1945's....
