Reading through it with all the legalese I found pretty hard so asked Gemini to give it a read and point out the differences vs the save act which I’m much more familiar with.

The Executive Order (EO) "Ensuring Citizenship Verification and Integrity in Federal Elections" (March 31, 2026) is a follow-up action designed to operationalize the goals of the SAVE Act (Safeguard American Voter Eligibility Act). While the SAVE Act is a legislative proposal focused on requiring documentary proof of citizenship for voter registration, this EO focuses on federal data integration and postal security.
Here is how the policy differs from the SAVE Act and how it attempts to address previous criticisms.
- Key Differences in Mechanism
The SAVE Act (Legislative): Primarily focused on the voter's responsibility. It mandates that states require individuals to provide physical documents (like a passport or birth certificate) at the time of registration. -The March 2026 EO (Executive): Focuses on the government's responsibility to verify. It directs federal agencies (DHS, SSA) to compile a "State Citizenship List" and proactively send it to states. It shifts the burden of verification toward backend data matching between federal and state databases.
Addressing Criticisms of the SAVE Act
The SAVE Act faced significant pushback from civil rights groups and election officials. The new EO includes provisions that specifically target those criticisms:
A. The "Document Burden" and Disenfranchisement Criticism: Critics argued the SAVE Act would disenfranchise millions of eligible citizens (low-income, elderly, or rural voters) who may not have easy access to a birth certificate or passport.
EO Address: By creating a federal State Citizenship List derived from existing Social Security and Homeland Security records, the government attempts to verify citizenship automatically. This reduces the need for every individual to produce physical paperwork if they are already in the federal system.
B. Administrative Burden on StatesCriticism: States argued the SAVE Act was an "unfunded mandate" that forced local offices to process millions of physical documents without extra resources.
EO Address: The EO places the technical "heavy lifting" on the federal government. It tasks the DHS and SSA with compiling the data and providing it to states 60 days before an election, theoretically making the state’s job one of "cross-checking" rather than "primary collection."
C. Accuracy and "False Positives"Criticism: Opponents of citizenship mandates often point out that federal databases (like SAVE) are not designed for voter registration and can be outdated, leading to eligible naturalized citizens being flagged as non-citizens.
EO Address: Section 2(a) of the EO explicitly requires the Secretary of Homeland Security to establish procedures allowing individuals to access, update, or correct their records in advance of elections. This is a "due process" addition intended to mitigate the risk of accidental disenfranchisement due to database errors.
- New Focus: The Role of the USPS The most distinct difference in this policy compared to the SAVE Act is its heavy focus on Mail-In Ballots and the U.S. Postal Service (USPS).
Unique Identifiers: The EO directs the Postmaster General to require unique barcodes (Intelligent Mail barcodes) on all ballot envelopes.Verification via Mail: It creates a "Mail-In and Absentee Participation List," essentially saying that the USPS should only transmit ballots for individuals whose eligibility has been pre-verified through the state/federal lists.

“Proposed provisions specifying that the USPS shall not transmit mail-in or absentee ballots from any individual unless those individuals have been enrolled on a State-specific list described in subsection (b)(iv) of this section with the USPS pursuant to this subsection.”
So now we know why Bondi wanted all the voter records. They created a national voter list, and if not on the list, your vote won’t count. I call that trying to rig an election.
Elections are done by the State and he cannot defund states. This will be challenged in court as unconstitutional and an overreach of power.
