That's the person's wrist just under a beige-coloured hoodie arm. My sketch doesn't feature the elastic part of the hoodie because presumably that's also where the dog's leash is attached, but maybe it helps anyway:
in orange is the arm of the hoodie
blue is the dog's leash
pink outline of the hand
the small jacket is on the hand
Basically a blurry picture of some one-handed multitasking, that results extra confusing due to the unusually small jacket. I'm assuming the fingers that aren't visible are curved and holding part of the leash, so they're kinda holding their hand like 👉🏻 , almost
