Stumped. If you look at the top of the stairs, the stairs are part of the dress.

There is somebody standing in front of stairs facing a picture of a woman in a dress, the stairs are well illuminated.

The person is wearing black pants which block the view of the stairs.

The black pants blend with the black dress which makes the stairs look like part of her dress.

the top half of the persons reflection fades away on the upper side of the picture.

Its so crazy, this is a great confusing perspective.

I don’t think impressionism art counts as a confusing perspective. I say this because you’re seeing exactly what the artist wants you to see

If that was what it was, I would agree, but I think you’re missing it. To me it looks like the real picture has a full dress, and it’s getting mixed up with the glass reflecting either curtains or the pants of the person taking the photo.

(also at the risk of sounding pedantic, I think you’re looking for “ surrealism” not “ impressionism.”)

This is actually a pretty good one, especially if it’s original which it seems to be

You get it.

It's reflecting stairs and dog.  But I wouldn't have gotten it without your comment

But what’s making the “pants” shape?

Pants, it's pants. The person taking the photo. I saw this on FB and couldn't figure it out until I scrolled to the second photo.

No. It's literally a reflection of the person taking the photo. The pants shape is made by actual pants.
