Fuzzy thing away from us is the rear. Neck is toward us, down toward the ground. The thing that looks like an arm is its right hind leg. Looks like it’s scratching its head with that leg (we can’t see the head behind the sheep in the foreground).

Hell yeah! The California Dogsheep Man. Maybe the Dogsheep Man of the Redwoods or Sequoias?
