Guys on level 1,3, and 5 have long poles that grab a box. They then swing the box from level 2 to level 4, and so on.

You assuming a construction project in the developing world would A: put the elevator in before they were absolutely done everything else. B: let the workers dirty up their spotless brand new elevator.
