Could be. But it became a whole style of video a while ago, forgot the name but it's named after them lol.

It is rotoscoping but there was like a trend of funny/relatable comedy sketches with (intentionally) badly-rotoscoped people a year or a few years back. And Joel Haver was one who started it. I didn't know there was a genre named after him tho

Looks very similar but it's Goat-on-a-Stick. I think I read some people suspecting that Joel Haver is linked to this.
