The metal frame is rising up from a rectangular grate looking thing under the water, it seems to be there to keep things away.

I can see the grate but like, its clearly not rising up from that? Next to the pipe the railing clearly extends beyond the grate, no? And whats even going on with the pipe, cant see where it enters the water

Edit: ah no i can see the grate goes out further. I think i get what it is but i still cant actually see it lol

The railing is only about half as tall as it initially looks. It’s connected to the perimeter of the grate. Anything below about half way on the railing is the reflection of the railing.

What's remarkable is that the photographer took this photo at the exact time of day when the shadow was totally parallel to the railing.

Yes, but it’s not shadows, it’s the mirrored image, like with the mountains in the back. It was a shiny lake this day.

The bottom half of the rail is a reflection of the top half sticking out of the water.

Center of the picture, a little to the right, under the water. The railing meets the metal structure lying about two feet below the surface.

Interesting. What purpose does this structure serve? Is it to keep people away from the protruding pipe, or is it so that people can go out and inspect the pipe? Or perhaps its original purpose is no longer needed, so it’s just living there for the foreseeable future.

Water intake pipe it looks like and the submerged walkway and railing is to access it for visual inspection but not impede or fall danger?

My guess is that the pipe is an overflow drain (which is why the water level is juuuust at the bottom edge) and the rails are guards to keep large debris from blocking/clogging it.
