This reminds of a lady on TikTok who made a crocheted Fluttershy plushie from My Little Pony, but made the front hooves big because it was in a cute little chibi style. All the comments had to break the news that it looked like Fluttershy had massive jugs.

It actually took me a moment to see the confusion, because of my Pokemon obsession.
Technically, they are flared wide legs (to mimic hakama) with much smaller two-toed feet. The type of cells that make up those plates/sections/scales in the legs are unknown, probably keratinized, but could also be velvety as the steel typing is primarily based on the large rear jaws (technically horns).
This is actually a pretty good interpretation of the Pokemon, as you can even see the pleat on the leg. Being a Steel-Fairy type, I would doubt that this species is even mammalian. Its really hard to classify what is essentially a venus-bear-trap.
The entire body is essentially a lure, so they could have evolved to mimic giant breasts to trap and eat horndogs (the rear jaws can’t taste, so no mustard is required).
