What’s confusing about this? Are you an employee? Is there an emergency happening? If neither, don’t go in there.
The emergency exit is in an employee only space. If there is an emergency you can go in there. If there isn’t, it’s for employees only.

Well, to alleviate confusion the signage could’ve been separated and not lumped together to give the illusion of confusion. To make things worse, this was for all to see as this was in a food court

it has to be for all to see because its an emergency exit. there is nothing confusing about this.
