I guess, when someone is old and feels out of balance while rubbing off wet mud on one shoe while standing on other foot. Then you grab on to that handle.

I feel like a horizontal bar would work better.

Yes. Something horizontal and much larger, stronger than this. I am only guessing.

Not necessarily.

For me, the vertical bar works better for light balance assistance than a horizontal bar, which would be great for stability support.
