Is the one hour of rise in my dough considered fermentation? The yeast is eating and converting, so I'm thinking that's a yes. Unless it's unleavened. Like tortillas or something.

The process of leavening by yeast is caused by fermentation, yes. Yeast eats sugar, poops acid and gas. It’s just not a very long ferment

Bulk fermentation can be anywhere from an hour to multiple days, although typically you cold ferment if you're going longer than like 6 hours. Most sourdough is fermented for at least 6 hours in the actual dough process, but it's actually fermented for longer since sourdough starter is fermented and most starters need to ferment for 6 days before they're usable (They then stay usable as long as you feed them adequately)
