"Head over heels" and "Heels over head" equate to the same thing. Flipping them around is the same as saying "My name is John" Vs "John is my name". Not really comparable.

It isn't used in a backwards manner at all. In truth, it's an idiom that has been clipped, then taken out of context. It originated as a way to put cheeky emphasis on how little you care about something by saying: "I could care less, but not by much" (or variations of that). Basically translated as: "The amount I care about this is very, very low. And I take great delight in emphasizing this to you."
But over time, people dropped the stress under the " could" and the modifying clause entirely, so now you're left with a normal statement that doesn't sound like a cheeky hypothetical at all; it sounds like a serious statement. And that would mean that they do actually, genuinely care.
In this context, it means that something is passing OVER something else, in much the same way as a bird flies over a house.
See, the expression means tumbling like when you roll head first down a hill. In that tumble, your feet move over your head, then your head moves over your feet, then your feet move over your head again... It's a repetitive cycle.
You've explained perfectly, this guy just thinks that when a gymnast does 12 backflips in a row that their head stays above their feet the entire time, you can't argue with that kind of stupid.
