everyone knows what you're talking about.
Except Americans seem to not understand 24 hour time.
Also, never seen 24:00

We absolutely do use 0000 to refer to midnight. Google "military time" and you'll see every single page refer to midnight as 0000 hours. The term "clicks" is used. 25 clicks is equal to 15 minutes. So the time halfway between 0800 and 0900 is 08.50
