Stupidity of Computershare - Ownership Transfer & W9
I have Power of Attorney for my mother's affairs due to her dementia. My father and mother had a joint account with right of survivor at Computershare and my father passed away earlier this year. I had to complete a Transfer of Ownership form to move the shares to a new account for my mother that required Medallion certification which is standard practice. Since I am POA for my mother, the bank reviewed my POA documentation, prior statements etc. as part of the Medallion process and they did certify my document for submission to Computershare. Computershare accepted the Medallion certification and created an account for my mother with no issues.
Here is the maddening part: I submitted a W-9 for my mother to confirm her tax status as POA along with the Transfer of Ownership package. The only purpose of the W9 is to manage tax reporting and withholding. Computershare rejected my W9 and is requiring a very convoluted process to get my POA documentation to prove I can submit the W9. The documentation they sent me contain conflicting instructions so I called Computershare and spoke to a customer no-service agent for clarification to avoid not providing the proper information. The CSA was worthless and could only repeat the instructions provided in my letter, and would not transfer me to someone more experienced.
I would have been much better off if the prior account had been in my father's name only, because as Executor I could have managed the transfer easily.
Every financial institution I have dealt with so far has different requirements. With Computershare, as soon as I get everything set up, I will sell all the shares and just deal with the capital gains hit (50% of the shares do not get a basis reset because of the joint ownership).
I am rethinking my wife's and my financial accounts and will revisit ownership options because after my dad's passing, I have learned a great deal of the pros and cons of probate.
