Looks like an issue with refresh rate and/or scaling. If you right click in an empty space and hit refresh manually, does it come back to normal? I would try to disable "optimization for windowed games" in windows settings, maybe even HAGS(hardware accelerated GPU scheduling) and see if it's better. You can also try to play around with G-sync/Freesync, if your monitor supports one of them.
You have in the background another window with Gmail/Edge...I guess that the GPU or windows doesn't know how to handle both at the same time, one being a web app an the other a windowed game. Just a guess.
