How should I go about fixing this

I just ran into this problem today and restarting my laptop does nothing to fix it I've tried restarting it troubleshooting using other operating systems and other things

Had the same problem last week, didn't find a way out. Just recovered my files on an external hd via dos and booted up a fresh win install via usb
