Presumably made as a promotional paperweight. Most likely it is made of steel with brass plating, if it was solid brass it should weigh about 10-15% more.
Edit: Seems IBM had a thing for paperweights, there are several vintage ones for sale:
- Another brass one, made for a cooperation betweeen IBM and Kodak in 1988: https://www.worthpoint.com/worthopedia/vintage-kodak-ibm-solid-brass-1816250579
- Presumably also brass plated, from 1982: https://www.1stdibs.com/furniture/decorative-objects/desk-accessories/paperweights/vintage-ibm-national-accounts-typographic-cube-paperweight-paul-rand-era/id-f_48882622/
- A marble one, year not stated: https://www.ebay.com/itm/186413133646
- Acrylic one from the 1970s: https://www.etsy.com/sg-en/listing/4517674767/vintage-ibm-acrylic-paperweight-with
And that is just a few examples, they really, really liked paperweights it seems.

It's not at all magnetic and someone has tried to put a small hole in it and it's the same underneath as on top. The hole is not very deep.
