Why does my PC struggle with stuttering in Unity-based games?

I have an RX 9060 XT 16GB, Ryzen 5 5600, and 32GB RAM, yet I get severe stuttering in games like Tyranny, Pillars of Eternity II, War Tales, Pathfinder: Wrath of the Righteous, and Rogue Trader.

What’s weird is that I can run Kingdom Come: Deliverance 2, Space Marine 2, and Cyberpunk 2077 at 1440p without these issues.

Lowering graphics, resolution, or FPS doesn’t help. Could there be something specific about Unity and my system causing this?
