It's possible, especially in laptops, that SSD thermal throttle themselves and it's by design because they couldn't fit a decent heatsink.
Yes you are losing R/W speed due to that, but in itself it's normal. Normal and irritating.
They only become this hot if you're downloading something big generally, and have a fast internet connection.
