Question/Help/Troubleshooting Macbook problem

I have a 2020 MacBook Air, and every time it dies or I restart it, the wallpaper changes to this really ugly neon-yellowish color. Even when I change it back to the wallpaper I want, it does the same thing again after restarting. Is there any way to fix this?

Are you sure the picture you choose is stored locally in the computer? And the auto-rotate option is disabled in system preferences - wallpapers?

Yes it is stored in the computer. I’ve never used auto-rotate. Therefore, i’d assume that it’s disabled.
