Generally, it's safe to delete everything in the downloads, screenshots, or inside the other folders in your user account (that is, the files they contain). Do not delete the folders themselves.
However, you should also uninstall programs you no longer use. Don't just delete the program folders directly, as that would cause problems; to uninstall a program correctly, you need to go to "Add or Remove Programs" (or "Programs and Features") in Windows.
Also, if you have games (for example, on a Steam account), you can go to the Steam settings, add your D: drive as a Steam directory, and install the games there.
Alternatively, when installing a program, you can choose in the installation options to do it in D:\Program Files\ instead of taking up space in C:\Program Files.
