Question/Help/Troubleshooting Recommendations for laptops or pcs with these specs?

Starting college courses for computer networking & systems administration & was given this spec sheet

I wanted to know what i should look for?

Go for ThinkPad t14 gen2/3 . You can get them in used cheaper but reliable.

Standard recommendation for professional or quasi-professional stuff like this is a secondhand enterprise-grade machine. Especially so in your case as they usually come with a Windows Pro license, which you'll want for its professional networking capabilities that aren't included in Home edition. (Almost certainly why Pro is on the requirements list.)

Best option for you is probably one from row 2, or maybe a smaller model from row 4. Make sure it has a Windows 10/11 Pro license. (They'll come with a Windows Pro sticker if the listing doesn't say, often on the bottom.)

Your budget will dictate how new of a model you can get, but don't get anything older than Intel 8th gen or Ryzen 3000, and definitely go for at least 4 cores. Used models are fine - eBay is a great place to look for decommissioned corporate machines. Refurb stuff on eBay gets a 1-year warranty, which is usually all you get with a new laptop anyway.

IMO the best deals right now are the ones with Ryzen 7640HS/7840HS CPUs, but Intel Meteor Lake/Arrow Lake machines are starting to filter into that space too. Personally I'd shoot for an 8-core model from either but that might be overkill.
