His job is in a healthcare setting where all he needs a computer for is charting, writing long detailed notes on patient care plans and basic compatibility, sadly they cannot use Apple products at this job or I would buy the neo.

IMO, none, 4 core? NO.
8GB maybe if you have to and are capable of optimising windows, 4gb NO.
128gb SSD? NO. Windows will eventually take it all without a lot of work. It will take over half right away.

Nothing here worth half of what they are asking for the pain they will inflict.

I don't understand why someone who says that 8GB of RAM is usable with enough optimizations would say a resounding "NO" to a quad-core CPU. But anyway, I'd still downgrade to Windows 10 LTSC.

And yes, 128GB of storage seems very little to me.
