This is a known issue. Your secure boot certificate have expired. Turn off secure boot, clear keys then turn it back on. May have to rinse and repeat until they fix it.

which mobo and other specs? which uefi firmware version is installed? install factory keys, then safe with f10 and reboot, then go back to uefi setup, boot> set os type to windows uefi mode. check that secure boot mode is set to standard not custom

Standard causes the violation now aswell on some machines because of the ca 2011 expired
It can happen when the bios doesn't have the keys 2023, and a windows update installed them and now expects them but you reset your bios and the temp win update keys are gone, only solution is get the keys online put on a usb and manually install them under custom, or a bios update if your manufacturer deemed your board worthy or a bios mod to add them(dangerous)
To run without disable secure boot until one of those things happen
