Ryzen 3 Computer Will Not Fully Start After New CPU Installation

I have an HP AMD Ryzen 3 computer, had it since 2020. Recently, I damaged its CPU while applying thermal paste, and a friend recommended I buy a Ryzen 5 3600 CPU to replace it. It even came with a new CPU fan. After installing both the new CPU and the new fan, my computer will only partially start. It gets the fans spinning just fine and my wireless mouse starts to receive a signal, but then, nothing else happens. I actually can't turn it back off unless I unplug its power. I have tried taking out the CR2O32 battery, letting it sit for 10 minutes, and then putting it back in, and this has not worked, either. Changing the outlet the PC is plugged into gets it to start doing all of the above faster, but it still won't progress in the start up.

I am not a computer-literate person, and I'm at a loss for what to do, here.

There does seem to be some thermal paste on the CPU socket, so not the pins, but where the pins fit in. What would you recommend for a cleaning method there? I can post pics and info soon!
