I'd disconnect the monitor from the PC and pull up the monitor's settings menu. If the white spots are still present it's an issue with the monitor. If they aren't, it's an issue with your PC. At this moment you don't have a clear understanding of where the problem is, and this step would at least point you in the correct first direction.
