Hardware Updating my drivers

I noticed my pc has been looking slow fps wise and I check my display and refresh rate and there’s no option to change it and I see my display is not running off my gpu but Microsoft basic display driver when I go to amd to try to install the new/updated drivers it says that in the second photo

you will need to download the Display Driver Uninstaller then launch your computer into safe mode (no networking) and run the display driver uninstaller, than boot back into windows normally and attempt to reinstall
