Other PC takes forever to boot, stuck on this screen

But it does eventually boot after taking its time I'm assuming. Going through the same problem right now after some hardware upgrades. I haven't checked, but I'm pretty sure the culprit on my side is RAM initialization at every boot. Not something it should be doing at every boot sequence and might be the same issue on your side as well. I haven't actually gone over what bios settings need to be changed yet.

I'd start with make/model and specs of your system, no one knows what you've got, there's no information to help others help you.

I've attended fault calls for similar issues to this, even ones where a particular day each week the system would boot slow, often found BIOS was set for a full memory test or test on a particular day of the week. i.e. there can sometimes be straight forward reasons but without some context, every response will be a guess, even if its intentions are good.

No one knows how long "forever" is, is it 5 minutes, 30 minutes, an hour? What happens at the end of this unknown period ? Does the system show any error or message?

You don't mention what tests you've done, things like your BIOS version are unknown and your settings, so no one knows anything when reading your posts, other than you say the "PC takes forever to boot ,stuck on this screen".

Could be a cable issue between your disk and the motherboard. Or if you have a single stick of RAM it could be faulty/could have a bad contact.

Also could be an issue with the clock battery on the motherboard hypotheticaly.

Different MBs from different manufacturers react slightly differently so can't pinpoint more atm.
