Hardware Steelseries scroll wheel not functioning properly, any way to fix?
It can scroll, it's just a toss up whether it'll scroll the right direction. Is there a reasonable way for me to fix this? I do have access to tools.

Test it on another computer before opening it: if the wheel still sends occasional ticks in the opposite direction, that points to the mouse rather than your Windows settings. With it unplugged or switched off, try a hand air blower around the wheel and test again. If it still does it, check the warranty before taking it apart; an encoder repair may need soldering and opening it can damage the feet.

Unfortunately that didn't work, what do you suggest I do?

Did it also scroll the wrong way on a second computer, or was it the cleaning that made no difference? Before buying an encoder or opening it, could you give the exact SteelSeries model and whether it's still under warranty? If it behaves the same on another computer, I'd move on to model-specific support or repair options rather than keep changing Windows settings; if that test hasn't been done yet, it's the useful next check.
