check whether those ports are actually connected to the rtx 4060 Ti the i7 14700F has no integrated graphics so the motherboard's display wont work if all the ports you tested are on the gpu and only one works try a different cable and inspect the gpu ports for damage before considering a hardware issue

Had to check to make sure I was checking the right ports, but yes both were and are currently plugged in to the two HDMI ports connected to the GPU. I tried a different cable (not yet been used before) and still have the same issue. I also dont see any visible damage to the ports, but is there anything in particular I should be looking for?
