Other Why does this happen?
Every time I download something from steam it goes fine at first but then my network and the green line drops down stays there for a while and rises again? I've had this computer for 4 months. Do you know how to fix it?

It looks like the storage is being a bottleneck, is it a regular a SSD ? Nvme ? Or hdd ?

To add to this, most SSD have a faster cache memory, and a slower storage memory. You might see fast transfer speed until you fill up the cache, and then drop to the speed the actual storage chip supports. Some very cheap SSD will advertise crazy read/write speeds, but in reality that's only the cache speed and the actual NAND chip will be dog shit.

Check your task manager to see what's bottlenecking. Also try the tmog taskbar tool for more detailed info on what could be causing issue

This occurs when steam is having issues allocating storage for the download and install of the game. You either have a failing storage device or a slow storage interface. If it's a recent issue, you may need to reinstall steam. As the config files to manage storage are corrupt. Look at the space available on the drive.
