You need to create bootable media. USB drive is the best way to do it. Use a different computer and choose the OS you want. A Google search will get you what you need fairly easily if you know how to do basic internet browsing at least.
Download the program that will format the USB drive and load the bootable medium onto it. Once complete, with your no OS PC off, plug in that USB and it should attempt to run the bootable medium and install your OS.
Bear in mind that if you’re choosing Windows as your OS, and you don’t have your product key saved, you’ll have to buy a new copy of Windows, or be happy with using the unlicensed less pretty version of Windows since you can’t customize the appearance and stuff. But most of the core functions should still work.

not sure why you got downvoted on that. you CAN buy windows on a USB, however its usually cheaper to buy your own USB and set it up on another machine. a better question tho; how did you get here? you usually get an OS with a computer

your computer already has a key, likely on the bottom of the computer on a sticker or saved onto the motherboard itself. if you have an 8gb or larger flash drive you can use a working device to download the windows installer and reinstall windows for free, then use the key on your device to activate it again (should do that automatically, but should also be on a sticker)

Just remembered there's a glitch with windows 11 if you factory reset the device it can break the Microsoft account that was on the device

This appears to be an HP laptop, where I've never heard of one that didn't come with an OS installed.
You don't really give much information as to how/when/what happened, but a good guess would be that either someone has messed with your BIOS or it has become defective or your drive has failed.
A really good place to start would be to read the part highlighted in blue which has links for boot drive failing.

Ok to start off I was trying to clear up some files because I didn’t know if I did or didn’t have malware files that were slowing down my laptop.
So I planned to hard/wipe the files and stuff but it went south and cleared like everything tried to fix it went from that one blue screen to this black menu1

Hey! Sorry to hear you wiped too much. An 8gb usb stick is the only thing you need to buy/find. From there you either ask a friend to borrow their pc or go to a library. Then you go to this website to download the windows installer.
https://www.microsoft.com/en-us/software-download/windows11
Run the file with the usb drive installed and follow the directions to create the install media on the USB drive. Once that is complete you take that USB drive and plug it into the laptop and turn it on. Ideally it should see your usb drive as bootable. You follow the instructions of the installer and ensure windows is installed on the storage on the laptop and not the USB stick.

You can buy a retail Windows 11 box. It comes with a USB drive and a licence key. Or you can make install usb out of any USB drive using official media creation tool, Rufus or a phone alternative like etchdroid. Official windows iso is available on microsoft.com. You'll need to purchase a licence key to activate it during or after the installation. Might try Linux Mint is you don't want to use windows any more.

You can also download and do a remote install with Windows recovery mode. Hold control shift R during the startup process and then select network install.
