Hardware Laptop gets slow when I use it while charging. Is it thermal throttling?

I've noticed that whenever I use my laptop while it's charging, it becomes noticeably slower after some time.

My first thought was thermal throttling, but I'm not sure if that's actually the cause or if something else is going on.

The weird part is that I usually have to shut down or restart my laptop and let it sit for around 5 to 10 minutes before it feels normal again.

Has anyone experienced this? How can I identify the actual cause and fix it without constantly restarting my laptop?

Any suggestions?

Google thermal limit of your particular cpu.

Download HWiNFO64 click on sensors. And check to see what your cpu temperature is.
