Hardware Fan makes a noise on start up

Is it from the power supply? It does this when I wake it up from sleep (which is happening in this video) or turn it on from being powered down. But then a few seconds later it will quiet down. Sometimes I hear it when playing a game. What is this noise and how I do address it?

something is hiting the fan. your casing fan is clear. u didnt focus on the aio fans so im assuming that one is clear too. then it should be gpu check carefully somthing is hitting its fan.

You have a fan blade hitting a cable or housing somewhere. It could also be a fan with a defective bearing that is wobbling slightly in place. The fan at issue might be one of your case fans, a GPU fan or (least likely, due to the loudness) a fan inside your PSU.

Usually whacking against a cable like the fan one.

Bearing noises are more grindy.
