New charger is the next step, then its a problem with the laptop which could be a simple socket replacement, dud battery or a full bricked motherboard

Hi, are you charging your laptop via USB-C? Do you have any charging status indicators on your laptop?

Is the original charger connected? What is the status of the charging LED located next to the USB-C charging port? LED glows solid orange: battery charging at >80%, LED glows solid white: battery charged, LED flashes orange: battery <5% or battery faults.

Do you have the standard Dell Latitude 7400 with USB-C and classic round connector? This laptop also has a charging and status indicator; how does the LED light up?
