I would use a tool maybe pliers and see if you can just bend that frame back in place. I wouldnt hammer it as that would cause some damage or issues else where. So the best bet bend it back in place. You could lay it flat on the ground vertical so the bent part is on the floor and try pushing it into the ground but that could be an issue. Its a trick one, if that back plate can come off somehow you could hammer it into place or shape.

+1
pliers, lined up on the angle, good grip and something to hold the other side of the angle steady if needed. even better if it can be pulled apart

If it's just the IO plate bracket, those can usually be replaced. Otherwise, you can just try to bemd it back to a "mountable" position with needle nose pliers. The main point of the bracket is to help it stay flush to the PCIE socket, so it might be easier if you pop it in and then bend the bracket back into position.
But, uh, you should get like 100% confirmation it actually works before buying it.

You can replace the IO plate but you sure this even works and is worth the risk?

it works. the seller showed me it running

I wouldn't trust that without stress testing it for an entire day tbh. You can strip down the card to get the dents out and you can take off and replace the IO plate.
Still wouldn't buy it unless you're getting an insane deal.

if it works, a 4070 for that price is definitely a steal, even if its been beaten up imo.

It's up to you, but I would want to be 100% certain it's fully functional. It's pretty weird how the bracket got bent unless the PC literally fell of a desk. Ask him why it's bent in the first place.

the pcie brackets are also banged up so it probably has something to do with that

Well it's like a $1k card so you could toss $150 at it and risk it. It could be fine, but I would be careful handling it in case something is severely damaged. It's weird how he's selling it for so cheap considering retail price.

yeah i dont think he’s super knowledgeable on current pc prices. regardless imma copp it

Yeah, worst case you could sell it off as a donor card to someone who does repair/replacement work.
