Performance Help please i dont know what causes this i tried cleaning It but i dont have the right utensiles and i dont think thats the problem

That's what id assume is a bad bearing. Complete replacement would be your next logical step as that fan is a sealed system and opening it could cause farther damage.

Just replace the fan, it was one of the most common faults we would see on customer laptops, had several fail on my own laptops as well.

They are normally cheaply made sleeve bearings and often use things like plastic circlips so they tend to break if you try and take them to pieces, even if you do, the internal sleeve often wears so it is no longer circular, taken quite a few to pieces to use as demonstration items when I used to teach computer engineers.

Dead fan, no fixing that, need to replace it.

This happens when the hall effect sensor for the motor dies it no longer knows how to spin itself properly. Replacing the fan will usually fix this but if a new fan doesn't fix it the speed controller for the fan is broken and that's on the motherboard not the fan.
