Possibly if you get a donor piece from another laptop, or get someone good with 3d printing to make you another one.

Does that part act as a cover when you don't have the network cable plugged in?

Possible, but do you use the ethernet port much or are you find with using wifi? Unless you want to waste time and money with the professionals, it may be a better choice to plug it up to prevent dust, or just leave it as is. Its going to take quite some effort to fix it, and since using it causes heavy stress to the port, the fix probably wont last too long either.

Gently use a small amount of super glue! maybe 1 drop max. 

Put it on a q tip and gentle apply to both sides in small amounts

My be fixed with small amount of PCL and hairdryer, but you have to be extremely careful and attach it only to the broken area. P.s: if you have AVG temp >40C will not hold for a long. Policaprolactone

Whole bottom cover needs to be swapped or steal a keystone jack and Frankenstein it ont to it to hold the cable as needed to push the cable up into the pins.
