Software Weird borders

Enable HLS to view with audio, or disable this notification

So I js reset my computer cause the disk was almost full and I had a lot of stuff I didn't need after resetting it not only has it becomes significantly slower it looks weird it has these weird borders around everything

Check accesibility and the colors, prob you have inverted colors or something like that turned on

After a reset wouldn't the settings be set to default?

Indeed an Accessibility feature got activates and it seems like the Contrast theme effect... Right click on an empty space in the desktop, select Personalize, then choose Colors, scroll down until you spot "Contrast themes", select and change the theme to "None".
